PRIVATE SECTOR INTELLIGENCE - A CASE STUDY

This case study involves a national service provider with 115k employees and a vulnerability to violent crime and fraud. There were no regional or national systems in place to harvest intelligence and police interventions, when canvassed, were locally driven, spasmodic, and usually after an event.
THE CHALLENGE
Design and implement an intelligence system that follows law enforcement standards of probity and data protection compliance.
Design it so that it could be outsourced to an external service provider, with no extras jobs being created, and on a cost-based charging system.
Deliver a culture of ownership and empowerment that staff would adopt and embrace – paid for by the organisation, but NOT to be seen as a corporate management information system.
THE DRC SOLUTION
Working with the client’s national security team, the preferred outsourced service provider and trade associations, DRC co-ordinated the adoption of the National Intelligence Model. Whilst ensuring compliance and maintaining systems integrity, DRC designed each transactional process to be simple, helpful and not technical and wordy.
An 0845 call centre operation allowed staff and franchisees to speak to an experienced intelligence operative who would help them convert their suspicions into a textual format capable of being described, evaluated, assessed supervised and become a recognised high-quality product.
No call would ever be ignored, no matter how seemingly trivial in the first instance. The system allows for sms text messages to staff and electronic notifications of the intelligence to every police service in the UK where the intelligence is of high quality and actionable.
A sophisticated database underpins the whole system, and high quality assurance processes ensure legal compliance at every stage.
The system has had many high-profile results, from the disruption of armed robberies, to the prevention of volume crime and the arrest of organised crime gangs. Staff feel safer. They can protect themselves and their colleagues, and they take pride in the ownership they have to the inputs. The project is now nationwide.
